another idea i had is an separate mods by the intention of testing driving npcs

I have made a small mod (for personal use) that spawns two soldiers and an officer in Louisville Checkpoint, but I'm not a modder so they just stand here and kill any zombies that come close. I could publish it, but it's mostly edited script of PZNS creator so anyone could make it.

That is the indeed the whole purpose of the examples I've given. You can set them to wander around or designate a home zone for them to patrol around in.
You're free to publish any extensions to the framework (and I encourage you to do so), it is my hope the community will leave their touch on this game (for the better).
Custom Speech Text is also there for modders to add for a personal touch. But as I said, it is simply too much for one person to do.

The NPC scene is simply too ... barren at the moment and SS/SSC simply did not have the flexibility nor the extensibility for other modders to add custom NPCs.

Then again, most people are only demanding and full of self-interest in rather than trying to do anything to help.
