Yep. You can get your Steam account terminated for it. It's even risky to just be taking about it, so.... :I
Emailed Steam support about it a long time ago. They said it themselves.

so, steam hacks your computer and looks in your gmod folder for css content? no so its not illegal if you dont tell anybody

i did that before i had money to buy the CS Complete pack. i never got terminated. but now that i have all CS games i dont need the texture files.
