People without mana can siphon it from mages with a special syringe which drains their mana and the person without it once injected into them can either slowly die as they convulse if their not compatible with mana blood or gain increased durability, strength and i believe people with magic should get these effects as well as a reaction to their mana inside them boosting their capabilities but i dont think it should be as effective for actual mages
