I'm so sorry! Just to clarify -
Did you see each stone light up as well as the corresponding indicator lights on the panel?
Did the indicator lights on the panel light up in order from left to right? (correct order)
What happened at the end of the sequence? Did the frog sit on the final turtle stone for a moment before he reset to his lily pad?
Were you experiencing very low FPS or lag? That can sometimes contribute to desync
I'm having the same problem.
Were you playing in multiplayer?
I suspect it is a desync issue with the Lua (code), which is common.

Hopefully the image is easier to verify than the written walkthrough.
If anyone else experiences this bug, please double check that the sliders are placed correctly using the above image, and also include some more information:
1) Were you in multiplayer?
3) Did you experience lag?
2) Did the frog jump correctly all the way to the final stone? (IE, he made it to the final stone, lighting up everything along the way, but the puzzle just didn't unlock.)
3) Did all the indicators light up on the panel in order from left to right? (Order is important)
1. Playing solo, not multiplayer
2. Not experiencing lag as far as I can tell
3. He's jumping correctly in the sense that I have all the stones in the right place and he's jumping to the rocks in the order on the panel. However, the lights sometimes stay green after he jumps off and sometimes they don't. He often gets stuck bouncing between two rocks (the biggest culprits are frog-octopus, fishes-turtle, and ray-seahorse). He bounces between the rocks on nearly every runthrough, forcing me to restart the wavepool, even though I haven't changed the position of the sliders. I only have a successful run without the frog bouncing between rocks maybe 25% of the time. To be clear, I am not touching anything expect the start/stop wavepool button between runs, so nothing I'm doing seems to be causing the bouncing.
When he doesn't bounce between rocks and does the run correctly, he jumps onto the turtle for barely an instant before reappearing on his lily pad. The fountain doesn't drain or do anything. I've successfully completed the run probably 10+ times now and there's no reaction to indicate I completed the puzzle.
4. They light up in order, but I'm not sure if they're supposed to stay lit the whole time.
This seems to be desync or delay between what the code is telling the frog to do and what he's actually doing. Unfortunately, this is notoriously a difficult issue to address, but I'll do my best to give the frog some extra buffer time or extra commands to make try to sure his path registers with the lock.

I just pushed a small update that might help with the issues you were having with the frog puzzle:
Originally the puzzle checked the frog path/progression (jumps to stone 1, jumps to stone 2, etc)
I've just added a secondary check that also verifies if ALL THE LIGHTS ON THE CONTROL PANEL ARE GREEN.
So if you are experiencing some weirdness with the frog jumping erratically, hopefully the puzzle will solve as long as you can get all the stones/lights to turn on.

I've just pushed an update that will hopefully prevent some players from starting with the fire gem in their inventory.

There's already a fix for this in the proton experimental branch. To apply it, right click the game in your library, properties > compatibility, check "force the use of a specific Steam Play compatibility tool", and then select "Proton Experimental". I played through the whole thing, and it worked perfectly.
If you're having troubles with getting it to load on the Steam Deck, this solution should also help with that.
