it does work i can tell you how it works: step one: spawn a human and stab him with spinal syringe, step two: make him bleed but don't kill him, step three, go to the bottom of the context menu while he's bleeding and there should be a transform button. and optionally, you can right click the spinal syringe and there will be some custom options to specify your titan, like disable unique titan and also you can select the titan you want.
