As for fitting ideas? What about a shattered empire-like faction focused around the more seedy clan-like organisation of a goblin horde (either could be high tech or low tech, depends what you wanna go for) that you can curry favour with to gain titles, benefits, perhaps a win condition? If all this is too much, perhaps a more friendly version of the factions for those wanting to side with them in their playthrough.
And a side note, this is a location name that generated when I started a test game to poke around with the new factions. Somehow it fits perfectly.
