trying using a different text editor, if it didn't work. just straight up delete them. load the game up and load up a campaign once.

Yep, looks like Microsoft fu**ed up something in a recent update of windows notepad and the binary 0 that vscript adds at the end of the files confuses notepad's encoding detection and makes it open that way. Other text editors seem to open the files correctly.
