Yes but remember that only 1 override file is loaded with the following priority:

1. settings_[map]_[difficulty]_[mode].txt
2. settings_[difficulty]_[mode].txt
3. settings_[map]_[mode].txt
4. settings_[mode].txt
5. settings_[map]_[difficulty].txt
6. settings_[difficulty].txt
7. settings_[map].txt

Only the first one found is loaded.

By default the addon creates the settings_hard and settings_impossible files so, if you are playing on one of those difficulties, the settings_[difficulty].txt file is loaded and your settings_[map].txt is ignored. Your best option would be to make a settings_c1m3_mall_[difficulty].txt file for each difficulty you want to play, so it will have an higher load priority.

type !l4b settings automation_autostart in chatbox, it will show you that setting's value.
and also the "automation" could be canceled by other order, if that happened, type bots automation in chatbox to restart it.

@smilzo I created the settings_c1m3_mall_impossible.txt file in the ems/left4bots2/cfg path and wrote the code automation_autostart = 1. Nevertheless, even though I played on impossible difficulty in the c1m3_mall map, the bot did not automatically touch the alarm lever.
