Easy stats
for soldier, it'll have a damage penalty but on hit it gives a speed boost and the enemy a speed decrease, then for demoman it has a damage bonus in exchange for less speed (more speed than the scotmans skullcutter) and maybe bleed damage?

just a quick pullout to try to out live someone in a melee duel, soldier shouldn't ever really need to be in a melee fight so this has to content with the escape plan but it doesn't exactly need to be just as good

+on a kill summons an aura that any teammates gets a 20% faster fire rate and 15% faster reload

For this one though, critical hits will be converted to mini crits unless equipped with any kinds of shields.
Pros:
On Kill: Give self and nearby teammates 50% increased healing from all sources for 5 seconds.
Cons:
No Random Crits
When equiped: +10% damage vulnerability on wearer.
