It won't be added as a weapon, because it was submitted as a cosmetic.

+15 hp and only -5% movement since its not imparing his legs and if its able to weigh him down that much the defencabilities should be higher. it should be +15% bullet resistance and +10% explosive resistance and +15 fire vulnerbility since more ♥♥♥♥ to burn. or no added health as it would be like a demo shield

Simple answer... its not a weapon. But... if it was... it would replace the duisgise kit, making it a very powerful combination with the your eternal reward.

It could be a weapon that removes the invisible watch.
stats:
+20 bullet resistence
-10 fire resistence
-5 movement speed when under water

I could see this IF IT WAS A WEAPON replacing the sapper and giving this:
+ 25+ maximum Health on wearer
+ 25% damage resistance to Bullets (its a bulletproof vest-like thingy)
+ 10% damage resistance to Flames (f**k pyros.)
- 10% slower movement speed on wearer
