What is the tradition of this clothing article? Many say it is a poncho, but it doesn't quite have the construction of any poncho I can find. (I feel I should know is from a movie but can't place it)

And what is with the "rope tie"? Is it a bolo tie (1940's) or is it a traditional Hispanic horseman's accessory? (cf. yellow scarf or knight's chain)
