Edit, I just tested it with electing Granite just to be sure. Still gives nothing.
As for Granite and the Reformers: Just tested, it works fine. I am literally looking at it on my screen. You might not have completed Reform when testing it as it's based on Focus completion, not who is in charge.
For purists +10% even better than 1 slot.
When pick science division, I always choose research speed, not slots. slots already enough specially after naval nerf
