Enclave Reborn Redux
Purist Path: Sierra Depot, coring states?
I am aware it involves reducing resistance to a minimum level, and increasing compliance, but where exactly should i look for the possibility? Is it a focus? Maximum compliance, minimum resistance? Is there no method to do so for the Purist run? I am aware of the Dismantle Industry and enslave population policies.

Also, "put slaves to use through the slaver decisions"
I have the focus that permits the use of slave collars and am trying to bring up compliance everywhere, but what exactly are the slaver decisions? I have an option to send to Chicago for influence, but I read at 0.00 slaves, despite having marched all the way from Sierra Depot down to Area 51 and conquered everything in between. I must be missing something.

Slaver decision is very old an it's dont work. Just give you idea collared slavery.

And purists can't core states, only by focus (vault city, area 51, refinery)

Roger that, so it's not something to worry about. Hmm. That does concern me when it comes to manpower demands. All this resistance demands are very manpower heavy, which will be a problem when I go up against Factions that can actually expect to kill Enclave power armor. Even with a large army of robots to soak attrition, the relative lack of manpower is a concern. Any suggestions or tips?

Use "pacify wasteland" This is decrease resistance very fast (0.5% a day)
Or after beating ncr complete focus "peacekeeping department" in "restoration america"
This new occopation law will give you very fast compliance increased and fast resistance decrese

Also would give 150% factories in ocupy lands. so you will have factories for all you needs))

Also, if you dont have enough manpower for garrisons after you beat ncr (because ALL you manpower in army) delete couple units for garrisons. and quick complete focus for clonew

And what faction can kill power armour? Legion? Just build heavy defence on colorado and if legion attack. dont rush into their land if you not ful ready, just seat in defence
