I know it's a ratio of Intellectuals over Purists
The only issue I run into is if the scientists don't revolt before consolidating power they remain Purist so the party will get the buff to popularity even after the purges are complete and I think I still get the Brain Drain event.

Okay, I looked it up,
turns out no it just happens within a mean time of 30 days.
Both for Officers and Scientists.
Which means it has a chance to fire every 30 days.
Damn, you really gotta beat the clock with this one.
