Leader Abilities
Quliang, Count of Qin

Ability: Reforms of Shang Yang
Receives a free Builder unit when promoting a Governor title.
Gains 1 Governor title after researching the Political Philosophy civic.
Has access to a unique Governor, Shang Yang, the Reformist.

Agenda: Agriculture and Warfare
Focuses on obtaining Governor titles, as well as building hydraulic districts and Encampments.
Likes civilizations with high Population and a large army.
Dislikes civilizations with low Population and a small army.

Unique Governor: Shang Yang, the Reformist
Shang Yang, chief advisor of Quliang, Count of Qin, does not need to be established in any city. His reforms are permanently effective - including their rewards and drawbacks.

Default Ability: Reforms for Wealth
Builders receive +2 build charges.
All cities receive -2 Amenities and -4 Housing.

Tier-I Ability (Left): Abolish Jingtian
Farms and Plantations provide +1 Food, and trigger a Culture Bomb, claiming surrounding unowned tiles.
Cities with a hydraulic district receive +2 Amenities.

Tier-I Ability (Right): Establish Fangsheng
Each Citizen provides +2 Gold.
Cities with a hydraulic district provide +4 Housing.

Tier-II Ability: Reforms for Might
All units receive +1 Movement and heal at the end of every turn, even after moving or attacking.
All cities receive -2 Amenities and -4 Housing.

Tier-III Ability (Left): The Twenty Ranks
All units receive +100% combat experience.
Cities with an Encampment receive +2 Amenities.

Tier-III Ability (Right): Collective Liability
Cities with a garrisoned unit are 100% Loyal.
Cities with an Encampment receive +4 Housing.

Ji, King of Qin

Ability: Irrigation of an Empire
Encampments provide an additional +1 Great General point; +50% Production towards combat units when controlling at least 6 Encampments.
Hydraulic districts provide an additional +1 Great Engineer point; +50% Production towards non-combat units when controlling at least 6 hydraulic districts.
Gain the Dujiangyan unique wonder with Engineering.

Unique District: Dujiangyan
A district unique to China when Ji, King of Qin is their leader.
A hydraulic district that replaces nothing, and only 1 can exist at a time.
Prevents damage from flooding of adjacent river (though yields from flooding drop by 50%).
Prevents Food loss during Drought.
Grants major Production adjacency bonuses to adjacent Encampments and Industial Zones.
Floodplains in this city receive +3 Food and +1 Production.
The Production bonuses of Ji, King of Qin’s leader trait increase to +100%.
Must be built on Floodplains.
Military Engineers can spend a charge to complete 20% of Dujiangyan's production.

Agenda: Befriend the Distant States, Attack the Neighboring States
Prefers espionage and deceit.
Likes civilizations that are not his neighbors.
Preys upon his neighbors.

Yinqi, King of Qi

Ability: Courtyard of Advisors
Builders may remove Luxury resources in your territory to collect Qi’s National Treasure.
May consume 4 copies of Qi’s National Treasure (at standard speed) to gain a Governor title.
Gain the Xuegong unique district with Political Philosophy.

Unique District: Xuegong
Chinese unique district when Yinqi, King of Qi is their leader.
Does not replace any district.
+1 Amenity. Standard Science and Culture adjacency bonuses from districts.
Campus and Theater Square in this city provide +1 Great Scientist and Great Writer point respectively if this city is Happy, doubled if Ecstatic.
May consume 4 copies of Qi’s National Treasure (at standard speed) to gain an additional policy slot (once per policy slot type).

Agenda: Jixia Academy
Emphasizes Science and Culture.
Likes civilizations that has high Science and Culture output.
Dislikes civilizations that indulge in Amenities but have low Science and Culture output.

Shang, King of Chu

Ability: Overlord of Yangtze and Huai
Extra territory upon founding cities. Heavy cavalry and naval melee units deal full damage to Walls. Receives a free Settler unit when capturing the first original Capital.

Agenda: Legends of Jinling
Emphasizes expansion, by settling or by conquest.
Likes civilizations that maintain large armies, provided they are not his neighbor.

Zhi, King of Yan

Ability: Gold for Worthies
International Trade Routes provide +1 Science and +2 Gold per specialty district in the destination city.
Gain the Golden Terrace unique building with Currency.

Unique Building: Golden Terrace
Chinese unique building when Zhi, King of Yan is their leader.
Must be purchased with 1000 Gold (at standard speed).
Grants a random bonus when built.
+3% Great Person points in all cities.
1 Great Work slot (holds any type)

Agenda: Humbleness and Generosity
Focuses on earning Gold to recruit as many Great People as possible.
Likes civilizations with high Gold income and recruit many Great People. Dislikes civilizations with high Gold income but ignore Great People.

Yong, King of Zhao

Ability: Adaptation of Hufu
Gains an additional Military policy slot, and all Diplomatic policy slots are converted into Military policy slots.
Cavalry units receive +1 Movement and can move after attacking.
Gains the Hufu Horse Archer unique unit with Horseback Riding.

Unique Unit: Hufu Horse Archer
Chinese unique Classical Era unit when Yong, King of Zhao is their leader.
+2 Combat Strength for each Military policy slotted in the current government.
Starts with 1 free Promotion, and receives experience bonus from Stables.
+1 Range after researching the Stirrups technology.

Agenda: Bane of Shanrong
Eager to clear out barbarian outposts.
Likes civilizations that clear out barbarian outposts.
Dislikes civilizations that wage war on other civilizations but ignore barbarians.

Ability: Ministers from Xihe
Gains a Governor title when settling a non-Capital city on Floodplains, capped at 3.
Cities with an established Governor receive +10% towards districts for each established Governor title, and an additional +100% Production towards hydraulic districts.

Agenda: Alliance of Three Jin
Enthusiastic to form Alliances.
Likes peaceful civilizations that form as many Alliances as possible.
Dislikes civilizations that ignore Alliances and waging wars on his continent.

Wu, Marquis of Hann

Ability: Methodologies of Authoritarianism
Great People cannot be earned.
Districts receive +5 adjacency bonuses from adjacent City Centers, but do not receive their original adjacency bonuses.
Non-City Center buildings provide +50% of their base yields.
Melee units receive +7 Combat Strength after researching Iron Working technology.
Ranged units receive +7 Combat Strength after researching the Engineering technology.

Agenda: Allegory of the Jade Vessel
Likes civilizations that take measures to protect their cities and information.
Dislikes warmongers that leave their cities and information exposed.
