Units spawning in as Enemy

I'm playing local skirmish and when I spawn in a unit it becomes enemy, i have tried to play with different nations but still they become enemy.

Also in Conquest mode crew gets out of vehicle when spwaned in and becomes neutral

There's no way to fix it except dancing around the different slots. occasionally it works. I don't think the player number menu is working at all.
