Alright, so this suggestion is based off of a sort of halfway point for Germany, some of these suggestions come from the idea that prolonged war has weakened German manpower and thus more foreign support is needed, while others come from full attempts at standardization/modernization. Take what you want from it, I love this mod no matter what, thank you for your work. :)
1. Volksgrenadiers: As Germany needs to draft its less desirable manpower to be led by a core veteran force, the Volksgrenadiers answer this call as the basic modern German infantry taken from all elements of society. These infantry squads are numerous, and versatile, but will not have as much support, or experience compared to the modern Panzergrenadiers.
10 Men: Using existing Volksgrenadier Skins (Camo mainly)
-1 Veteran NCO with 1-3 stars depending on balance armed with STG44 or G43
-1 Veteran AT Soldier with an MP40, STG, or G43 and 3 Panzerfausts
-7 Riflemen with G43s, 1 being an MG Asst. 1 being an Asst. NCO. 2 have 1 Panzerfaust
-1 MG Operator (MG 42)
2. Heimwehr Truppen: These are Germany's garrison troops armed primarily for defensive duties and policing in and around Germany. These men are cheap and can be drafted in a pinch but have subpar, in some cases, pre-war weaponry as the Volksgrenadiers and Panzergrenadiers comprise the main demand and priority for modernized German weaponry. Their light fortification abilities make for a decent defensive squad, as is their nature.
10 Men using latewar german infantry skins or the Strafbatallion/Feldgendarmerie skins.
1 NCO with an MP40
2 Engineer with the ability to create basic trenches/foxholes with K98s
8 Riflemen with K98s.
3. Luftlande Truppen: These men are to compliment the newly founded Falschirmjaeger doctrine involving Helicopters. While the new Fallschirmjaegers are elite troops designed to act as shock elements (much like US Air Cav, gives me serious Vietnam vibes), the Luftlande act as Luftwaffe Troops ferried by Helicopter, but not supported by the Helicopter. These men are armed primarily with compact weaponry, alongside their unarmed Drache, to make slightly more room for more troops. This is the natural evolution of the Luftwaffe ground forces as new doctrines prevail.

-1 NCO with an MP40 or FG42
-2 Men with an FG42 to act as fire support
-6 Men with MP40s
-1 AT Soldier with a MP40 and 3 Panzerfausts
4. SS & Foreign Legion Troops: The SS, with its foreign recruiting standards & lower priority for German manpower (As was the case historically), has turned to having an elite but few, core of German infantry; full modernized as a result of political influence and favors; accompanied by foreign troops ranging from Sub-par policing troops to standard forces and even some commando forces (If your alternative history includes the creation of such forces).
4A. SS Garde Truppen (Basically the LSSAH): These are German SS troops who guard important figures and function as a prestigious "Poster-boy" like Division for the SS. Based on the 1st SS LSSAH, but given a more generic name in case reforms have occurred. However, this small prestigious force possesses the majority of the SS's resources with little room for much else. Very expensive, and the only German SS unit present on the roster. Veteran troops make up this squad hence their elite status is not based on Wehraboo myth, but the idea that the SS recognizing its manpower shortage basically consolidated its few surviving veterans into an elite core force backed up by its now foreign-legion dominated ranks.
10 Men:
-1 NCO with an STG44 & Panzerfaust
-1 Asst. NCO with an STG44 & Panzerschrek
-6 Men (2 MG Asst) with STG44s and 1 Panzerfaust each.
-2 Men with MG42s
4B. SD Kommando: The Special forces and security forces of the SS: This is like the SS equivalent to Brandenburgers: If you add any experimental weaponry to the game, these guys would be the ones to get them hypothetically. They are high veterancy and act namely as harrasment squads with a high line of sight to attack and scout out targets.
5 Men:
1- NCO with a Scoped Stg-44
2- With G43 Sniper & MP40
2- With Scoped Stg 44
(More will come later if you want, I have a good case of writer's block now. But, I still plan on suggest foreign troops, work details, an SS Platoon HQ, Modernized Aufklarers, and Modernized Brandenburger Shock troops). Hope you like some of the suggestions. :)

It would also be cool for them to get standard and modern formations too. To represent how it is an expanded World War 2 and how much time has passed.
[This is my personal opinion so it might very likely be flawed]
But here's how I would set out the ROA as a mini sub-faction for Germany.
There would be 4 infantry formations
ROA - standard (WW2 era kit) and modern (using a mix of AKs and G3s)
RONA - standard and modern (same as above for both except with added AT weapons)
For mechanised formations I would only do a mechanised formation for the RONA and Cossacks (modern for RONA, standard for Cossacks)
-Cossacks would act as a ROA sort of light infantry, so there would be at least one with a panzerfaust or AT rifle (if possible) while also aiming to be hit and run units
-RONA mechanised would be more akin to standard panzergrenadiers
-Additionally, they would both use Russian transports.
For vehicles, I would give them a BT-7, T-34, Panzer-4, KV-1, ISU-152 and a T-54
Maybe some other beutpanzers and other German tanks but that's up to discretion.
But overall, the ROA should aim to be sort of a middle ground between the Soviet and German faction, using units from both.
The idea behind the ROA and RONA would be that they are cheap cannon fodder units (a more sensical replacement for the Ostlegionnar unit) as IRL the ROA were used as frontline units while the RONA were anti-bandits. Its a logical step forward that in a prolonged World War 2, as mentioned in a suggestion above, Germany becomes more reliant on foreign manpower, with the ROA and RONA becoming the bulk of the German force in the East due to how draining invading Russia is. Additionally, both the ROA and RONA were under-equipped, with some RONA units going barefoot until the Germans gave them some old uniforms. So their units should appear salvaged, hence the use of Russian vehicles like the T-54 and ISU-152.
Balance wise this means the ROA either get stolen tanks from the Russians or weak German tanks, maybe decrease their fuel and/or ammo and lower their cost. Making them a good early-game armoured unit to use until you can afford better troops.
Then again that's just my opinion so it might be garbage for all I know since I have never touched CtA modding.
