Radio transmits currently active shops in the game. Most likely your shops either didn't compile properly (one of the shop configuration was malformed) or they are missing from settings/ folder or they are not present in sandbox options.

According to screenshots your filenames and one's entered in sandbox do not match. Not seeing an extension of file either but I suppose it has to be
I dont think I am understanding what you mean. When I look at the two screenshots, to me the file names are matching up with what i entered into the sandbox. Can you give me an example of which one isnt match up?

Your filenames are literally uppercase, and sandbox options are lowercase.
Its not about files being uppercase its about game code interpreter (Lua) is case sensitive. To Lua file "Hello.json" and "hello.json" is completely different files. This is normal behavior, especially for UNIX-like systems.
That means your JSON is not properly formatted, you should check logs.
Next patch will smoothen up this process and it will only omit the malformed shops if encountered.
