I could make a smaller scale uprising operation, something like 1 state 80% resistance in state.

some options to include would be to give them off map factories, manpower, smuggling weapons, eq capture bonuses, troop stat bonuses, etc. My suggestion is to basically include the buffs you have already but for another country. Using spy missions to increase resistance, and launch uprisings (more than one at the same time if it's doable based on resistance in states, this would make the resistance spy missions essential) in specific areas that give the partisans a better chance at holding out. Depending on how much you invest in them they can be well armed, well org'd, and experienced. logistics and supplies would be hard, maybe have a supply hub instantly appear where the troops spawn from (i don't know how modding works so you can ignore that last one if you can't add it) or giving uprising divisions less supply usage overall
