You can achieve that by using the command 'mp_humanteam any' to switch to the T side.
Then, while holding the weapon with the skin, drop it on the ground, preferably closer to the CT spawn point to prevent it from despawning.
After that, switch back to the CT side, and you'll can grab the AK-47 with a skin from the floor. Enjoy the game! :)
