so i am having an issue where i tovis is not appearing in morthal, at all. i have tried looking all over the place as well as different times. even camped in the jarls longhouse for a week in game but he just isnt there. and any of my other saves pre permit he no longer appears either. so does anyone know the item id for the permit so i can just add it that way? thanks.
