Error in Worldgen Causing Factions Not to Spawn
A bug that I've narrowed down to this mod has been causing me issues for the past few weeks. In it, faction generations in new worlds doesn't seem to properly complete, leaving only 1-3 factions and only 1-5 settlements to spawn in the world.

The bug only ceased after uninstalling this mod.

Non-Binary Gender is not currently compatible with Way Better Romance. Looks like I forgot to put the new package ID in the incompatible list, sorry about that.
