I like Pawn Editor, personally. Part of its design intent was to be easy for other modders to hook into it and add their own customization screens. It's also better for compatibility because it respects restrictions that Character Editor completely bypasses. With Character Editor, it's easy to end up with a pawn that doesn't work correctly, because it has conflicting traits, or it has asthma on its leg. Or it's missing an important component that you didn't know about because race mod authors use a lot of behind-the-scenes tricks to give cool features to their race.
