My stats(and the reasoning for them)
Since this is a kinetic weapon it's shots must have incredible force on impact,therefore this weapon should be able to knock back enemies,should be about half as strong as the Scorch Shot per shot,or maybe a bit less.This pistol would be a tactical weapon,not meant for the usual role the pistol takes.

I think they could add knockback against disguised spies,any ally that gets knocked is spy,should also help to keep them away from your things,it could also be used to knock people off in Upward and other maps alike(if you're a good shot),and to keep those dang pyros away from your mini.Here are my stats:

+Can knock back enemies
+Can knock back disguised spies

-75% damage
-25% ammo on clip

Debatable:

-50% reserve ammo:I dont know how useful such a tool this would be,so maybe it would be necessary to take away half the ammo
+Increased projectile speed:Knetic weapons fire slugs are extremely high speed,maybe to necessary if it proves too weak.
-Same speed or slower speed of normal pistol:I know this wouldnt make sense but its to balance it in case it ptoves too strong.

Suggested recipe:Reclaimed Metal+Pomson 6000+Short Circuit.

less damg reduction would prob be good no point in nocking a spy back over and over without killing him and getting shot.
