I used Gottfried Leibniz on a campus but didn't get the promised 3 writing slots. Haven't gotten him before in previous games so no idea if this was a one-off error.

OK, I just tested it Tyrant and it seems to be working for me at least. There is a weird thing with the game where if you don't actually have any great works, you won't be able to check the great works viewer/screen.

This might be what is happening. Or do you already have great works and the extra slots still aren't showing? This could also be because you do need a University for the slots to become available.
