1) Historical spawns of the existing artifacts related to HRE or new artifacts would be great!
2) I don't know if already it exists but it would be great if Otto appeared in 936, like the Seljuks.
I like this ideas very much! Do you have ideas for artifacts that are not the Reichsregalia?
Would also be cool to see new laws for the empire, perhaps one about 'imperial administration' giving you domain/demesne limit but your vassals disliking you for every level of the law.
Unique mechanics for Northern Italy would also be cool, like unique mechanics for attempting to gain control of northern italy, giving you very large amounts of taxes and perhaps domain limit IF you can defeat them, mirroring the historical reason emperors like Barbarossa and Frederick II tried to subjugate Northern Italy, it would grant them enormous resources, which they would then use to grow their power in Germany and centralize, defeating their rebellious princes. Of course it should be very hard for Emperors to gain these bonuses, Northern Italy should maybe form the Lombard League and declare war against you, aided by the pope and perhaps Venice or even a neighbouring country, because a strong Emperor is really a threat to EVERYONE around them.
More decisions and flavour are always welcome as well!

Laws may be something you will see in the future. I haven't yet gathered sources for historic laws that could be implemented, but it's on my list :)
I like your idea of Lombard League faction. Will read about that.
Currently I am working on greatly improving the Coronation Activity, after that there will likely come more flavor like small events and decisions for the emperor and his vassals.
Regarding the Coronation Activity, and the Romzug in particular, the pope seems to always crown you, no matter your negative relations, it would be cool if he refused unless you gave him major concessions, like head of faith investiture or something else. And maybe depending on your character, to go down to Rome with an army and force him to crown you, or to take your antipope with you and place him in Rome itself.
The Emperors historically also got the princes to elect their eldest son and heir as Rex Romanorum or Co-Emperor, bypassing the elective system for their son, maybe something like this would be cool as well, where if you had hooks or if they like you, your electors could be forced to crown your son as well, and all the electors would have a +500 modifier for your heir during the election, because he already was crowned "rex romanorum", so that he'll basically always get elected. It could be a court position mechanically, for your son and heir
The author of The Catholic Trinity, Uber, also hosts the mod Kingdom of heaven, which features the Rex Romano rum court position and even a custom title for it. The cooperation between us is a great benefit and it will definitely be included in HRT
- The edics could be half the number with generic purposes (temporary raise tax, levy, etc)
- The electors can be replaced by the "powerful vassals"
- Some minor tweaks in Authority values would do the job!
- Even the Coranation activity can be used! (it can give legitimacy: the new dlc resource)
And both the HRE and the "generic" realm authority system can be fully compatible!
If you need help, just say the word! I am also a modder, but interface modding is my weakness!
To be honest, I have not thought about expanding the edict feature beyond the HRE. I am open to this idea, but some things come to my mind:
Since I have not created this feature with adaptability in mind, creating new, generic edicts would require some effort. Mostly gfx related for new artworks and a new authority progress bar. Most edict effect would need to be rewritten to increase their reach. Sould the new edicts only be available for catholic/christian or all king+ rulers? Beyond catholics a closer look at the Authority Values is required to make increase generality while maintaining balance.
Its certainly possible, but the changes to gfx, gui and loc would be time-intensive.
Replacing the electors with powerful vassals should be doable I think. We might only need the bottom half of the HRT window without the succession part.
Regarding coronations, I am currently in the process of converting the CK2 Holy Fury Coronations into proper CK3 activities for all catholics, so there's stuff to come :)
At this point I am afraid I don't have the time to fully invest in such a project, sadly, because I think this is a very good idea.

the stammesherzogstummer, the screen only shows 4 cultures (ik they are the largest in the realm) but it would be nice if it was bigger
I don't think there would be a profit in that, since only the five cultures that are shown are relevant for the mechanic
