I agree with the faster and more numerous arrows, as that's one of the downsides of the Huntsman. I also agree that these arrows simply don't look like they should be flammable, however, the Sniper already has really low health and bows are a close-medium range weapon so I'd personally appreciate a bit less health docked. As for the on-death evaporation of opponents, I think you have a nice idea there. Although upon watching the video and seeing the explosions on the killed robots made me kinda wish the arrows themselves were exploding, and not just because they were hitting the robots. Explosions would be smaller than a normal Demomans pills'.
EDIT: Upon reflection I decided that it should deal 15% more damage on account of the explosion, at the cost of not dealing headshots.

All of the disadvantages make up for the OP advantages.
:D Seems balanced! I wish valve would consider player made stats, and modify if needed.
