It isn't a mod, it is a game on the steam store.
Team Fortress 2, link here: https://steamhost.cn/app/440/Team_Fortress_2/
It is free to download, you can find and install it once you get it from the steam store.

I wouldn't say that, but I wouldn't really know either.
But TF2 does run on the same game engine as HL2, so you are technically correct.

oh uhm just download tf2 like kiwi said and then press escape and go to the bottom right corner and click games and look for tf2 and activate it.
