Stats
Can't see this other than a Scotman's Skullcutter Reskin but i'll try a stats for it:
Pros:
+30% Damage
Heals 50 HP on kill
If the enemy is hit from behind, he will be scared for 2 seconds.

Cons:
You don't increase your heads number
No overhealing
No crits.

Now that you mentioned...i think i can change something about the stats.
Except Valve employees have commented on the concept of stunning and slowing players being a mistake? It's not fun to play against somebody who can shut out your weapons for several seconds just by hitting you with a fairly fast projectile.

Just as well, the heal-on-kill aspect pales in comparison to the Zatoichi, and it seems like there'd be no reason to pick it as-is. Sure, with these stats you'd kill somebody about 30% faster, but you'd end up taking damage regardless. If it's any more than 50 HP, you lose. If you took less than 50 damage, the end result is the same as if you had picked the Zatoichi.

"No overheal" is a great downside, and that makes its healing totally and completely inferior to the Zatoichi's, which doesn't overheal either, but always tops your health off.

"No crits" is fine if it also means "no crits from charging / no boosted crits", though, as opposed to just "no random crits".

Noble effort, though.

On Hit : killing an emeny will restore your heath to full Heath

Can you repeat that in English?

Plus, still no reason to use that over the Half-Zatoichi, especially when hitting an enemy forces you to slow down.

To me, SLIGHTLY overpowered. The damage was the only thing overboard. Perhaps reduce it to say, 10-20% bonus? Maybe just the heal 50 HP and scare the enemy from behind for two seconds? I find it fair. The Half-Zotochi alread covers that, but it can't be sheated, but it's a PERFECT DEMOKNIGHT WEAPON. This could be one too. I am really unsure about these stats.

Eh, you're right, removing +50 HP is a good idea.

Actually, a health bonus does sound a bit Grim-reaper like, but then again, that scare aspect would be pretty useful. Not sure how people are calling only 2 full seconds of it from behind ONLY is overpowered.

Some spy staff for demo, instead of killing, it scares you :D
Well since Demoman has already 93% speed is hard to keep up with other players, until you got a charge shield. That's why i said +50 HP in the first place.

It's kinda overpowered if you ask me. and it doesn't really llive up to it's name. If i were to make stats for this item, i would say: Pros: On hit: one victim at a time is marked for death (meaning all damage they take is mini-crits), +15% movespeed on wearer, on hit from behind: victim gets scared and can't attack for 2 secs (they can still move normally). . Cons: No healing from medics (medkits can still be used) -25% attack speed. Since it's the grim reaper's weapon, it makes sense that you mark people for death and scare people. the movespeed is there, so that you can run up behind them, and to go get medkits, cause you can't be healed by medics. also the attack speed is reduced, to not make this weapon too op.
