I am on the beta branch, not sure if that could be a factor.
I can confirm that this isn't an addon issue unless the addon directly modifies AI behaviors. This isn't a map issue. With trial and error, I've come to the conclusion that this may be a result of outdated assets in bin/platform/sourceengine directories. From my end I had nothing in the main garrysmod folder would conflict with AI behaviors in HATEFUL and other campaign oriented maps.
One solution I found was moving the garrysmod folder (the folder that contains models, materials, lua, ETC. as a backup) to a different directory, then verifying game files. Verifying the game helped reset citizen AI behavior and now the map plays as intended.
Mine works just fine and I have 0 issues.
I tested the map across several hardware and all had 0 crashes.
It's a problem from your end.
