i just tried to reproduce this in the currently live build and could not find anything out of place all seems to be functioning on the base mod itself. the only thing i can think of off the top of my head would be whether or not you have mods that edit planet classes running alongside this one or something else has bugged your planetary blockers or like i said planet classes. if you want to send me a mod list or log file i should be able to find whats causing the issue with this mod.
1. Imperial throne world decision is always available for any planet. I think it should be limited to 1 per empire
2. Forge world decision is always available for any planet (including forge world itself)
3. Agri/Industrial/fortress world decisions are always available in the list
4. Refinery/Armory world upgrades feels rather downgrades modifiers-wise (especially for building slots). Armory world suffers most as it has no way to increase building slots
5. Wrong requirements description for industrial world: description points that at least 1 mining/generator district is needed (>=1), but in fact it's >1
if you have github I can share my local fixes for 1-3 (as well as some basic PD compat)
The modifiers for the Refinery and Armoury world where always subject to change i did feel like i released them slightly underwhelming for the price they are I will agree I was hoping for more feedback on the numbers and what players believe they should provide on an average.
as for the worlds being available for both Throne/Industrial/Agri/Fortress/Forge I must have forgot to add the limit section to the code and change the planet class acceptance. Your absolutely right about the throne world limit. These are just little sections of code that I probably didn't really think about when I was ironing some of it out or missed completely, and I'm glad you pointed them out. By the time you get back to me i probably have a couple issues fixed. Ill chuck you a request and we can go from there.

Odd you say that because I haven't added the shrine world class. And as per the new update there is an ascension perk to get planet conversions now. MAKE sure to get the ascension perk to get planet conversions. It was both a bugfix and adding some more balance because the intent was not to have them all available on game start.
See penal makes sense being available outright the rest not so much.
I am having a little problem construct the "Industrial World", which require "0 agri district" on the planet. However I found every vanilla planet in the game actually has agri district. I am wondering how to make "Industrial World" happen.
