The buy menu is disabled because there are no buy zones on the map. To buy, use this command in console: mp_buy_anywhere 1

If you want to change how long you can buy for after the round starts, use: mp_buy_anywhere 10

You can change 10 to any number of seconds you want to be able to buy for. Hope this helps!

I'll preface this by saying I've never hosted a server before. Is your server able to run other maps? Is it a problem only with this map? At first glance of the error messages it looks like something in your filepaths is not set up correctly:
[META] Could not open folder "D:\CS2\server3\game\csgo\(null)" (The system cannot find the path specified.)
