I cannot ascertain the exact reason why but I can say that I play with like 30+ mods so *something* certainly something that conflicts. You'd be surprised, but this doesn't actually happen all that often.
I plan to fix this mistake at some point, but it's refusing to let me automatically rename all references to the file directory. So I need to go back through and make sure I manually rename all of the times the file directory is referenced in any code. I'll let you know when I do this but it may not be for a few weeks yet.
EDIT: Turned off all my character mods and this works now
As an example, the combination I used is Backup power +, The human factor +, Dalekanium +.
This gives 31=(3+11+(11+8)) permanent negation but I think it's meant to be 22=(3+11+8).
I might just be misunderstanding the intent but it does make it quite easy to become nearly immortal.
I do agree that this is an overpowered interaction. It's not flawless, since it still takes setup to get it online, but that's not much of a drawback.
For now, I intend to keep it as is. However, I will be remaking this mod for Slay The Spire 2 and I've already decided that in the remake it will instead apply Power equal to what you would have gained if you already have permanent Negate. But to be honest, that decision has mainly come from not wanted temporary negate cards to become redundant (as often when you have a build like this, their negate values are lower than your permanent value) rather than trying to nerf the strategy altogether, as I think it's totally fine for the Dalek to be capable of some OP builds.
