You do so completely at your own risk and we won't be able to assist you with any issues that happen going forward.
You'll need to make a local copy of the scenario, edit the config files within the scenario to change whatever you want to change, and then start a new save game using that local copy of the scenario.
You will also not be able to get any assistance for scenario bugs nor will we be able to accept any feedback or questions you may have since you would then no longer be playing RE2 but instead your own scenario.
The limits are set in the blocks config and the blocks group config files.
And while my warning may seem harsh there's actually a big problem with people making edits then complaining to us about issues those edits caused. So just understand what you're getting yourself into. You'll be responsible for fixing any issues you encounter as you will be managing your own scenario.
