If you want to do a specific starter's mission you need to start on that starter planet.
No. If you want to play through a specific starting planet's starting missions you need to start on that planet.
There are console commands that let you force start a mission, however doing so can corrupt your save, mess up all your missions, or just not work right so I can't recommend doing that.
The starting planet missions are such a small part of the scenario it's not like you're going to be missing anything major.
