In the E&F mod, is the commodity price ultimately calculated relative to currency or relative to gold?

Increasing the central bank level upper bound

It seems the mod limits it to level 1000 / GDP 1 billion, any reason behind that? With other mods my GDP has gone beyond 1 billion and died from no currencies :/
