You can't find an illegal phone in the form of a drop. An illegal phone is a conditional item that is crafted from an illegal SIM card and an empty phone. In turn, an illegal SIM card can be obtained with a low chance when parsing an ordinary unexplored phone.

An illegal phone is simply needed in order not to lose an illegal SIM card that has already been found. It itself does not participate in the crafting of an illegal station. For it, you only need the illegal card itself

But another question. What's with the yellow boxes? I only got stone knifes and hammers from them. Is that intented? Do they drop something else?

Different boxes contain different loot, which is obtained randomly. You can view the content in the crafting menu.

I strongly advise you to read the description of the mod if something is not clear to you
