These are much better stats in my opinon, because you can set enemies on fire its only fair that you must wait longer before charging again.
I completely agree. I think that a shield would be good if it set them on fire, but not that easily. I also think it should be like the splendid screen, in that a charge does damage.

-10% Fire Resistance
+5% Damage on Charge Impact
But then it'd be underpowered. Since it's taking up the whole secondary slot, it may as well be a standalone sticky jumper. (I wonder if this could work on maps with pits???) I personally like the other one better, although 85% is a good idea, too.
