its actually add it but you have to add it to your game files first find steam in your files then steamapps > workshop > content > 603850 > 3152510374 then open it click on game copy files there and replace in local game files

go to: whatever drive you have this on:\SteamLibrary\steamapps\workshop\content\603850\3152510374\game, take the two folders and go to the game folder in AOH2 then paste in the files of the mod, boom you got two new governments
