You have to have the watch meter filled up and your special meter filled up to 6 I think, as well as have The World summoned. I could be a bit wrong on some things, but I know you need A LOT of meter to stop time because of how powerful of an ability it is.

To add onto what potem said, Timestop also doesn't seem to use up meter until it finishes or is canceled.

Timestop requires you to have 6+ meter, and costs 3 meter, but it'll refund the 3 meter you spend if it goes through
