I would take a look at some of the characters from TFE, at least the bookmark characters. It shouldn't cause a problem even if they're technically not in vanilla. For example, the next version of my Tales of the North has a bookmark for Ambrosius (constantinus_05), whose whole schtick is defending his homelands from Saxon invaders. I imported him and his character ID from TFE.

I think I'd prefer if non-vanilla characters were added by way of an add-on so as to keep the original Hometowns mod small and simple. This way I can allow other people to create their own add-ons for characters too without worrying about overwriting vanilla birthplaces. That said, Fallen Eagle is definitely a mod I'd be interested in seeing an add-on for whether it's made by me or someone else. If nobody does after a while I'll definitely look into it.
