What is this item? Is it doing damage? Debuff? What is it? Mod wiki sucks.

Hi
So, basically it has a chance to strike thrice an enemy. The damage has a range between x0.98 to 1.1 of the basic gun damage. I guess it is affected by crit chance so it is too has a chance of doubling damage (gamble within a gamble). It's decent for gunners, I think (I was too searching for any info for my friend)
