Version 1.4.0 Patch Overview
This patch aggregatively addresses the issue with AI aggressively sending interaction offers towards another AI

Effectively reduce AI interaction with each other from an average of 300 Interactions (Old) → 30 Interactions (New) in the span of 100 years.

Why was the number of interaction so high to begin with? Apparently, the AI figured out that prisoners with low or close to nil value can be used as trade fodder to gain favors from other rulers, even if they won't potentially gain anything.

Usually these prisoners are the ones that were typically left to rot in your prison — I'm looking at you lowborns — instead now they are left to rot in another prison.

In response to that, these changes will enforce a new step-by-step procedure for determining if the trade is really worth for the AI or not.

Overhauled AI opinion modifiers and added additional modifiers:
  • The AI will now take into consideration claimants and casus belli.
  • The AI will now take into consideration prisoner military strength.
  • The AI will now disregard military strength opinion modifiers if they are too bold (very high).
  • The AI will no longer take into account military strength of the receiver when offering prisoners.
  • The AI will no longer take into account rank difference of the receiver when offering prisoners.
  • The AI will now properly evaluate if they will gain more from bartering as opposed to ransoming.

Clamped prisoner value evaluation from no potential limit → hard capped (Between 100 and -100).
  • Example Prisoner Cost Value:
    • From Maximum +400 Opinion (Old) → Maximum +100 Opinion (New)
  • Example Prisoner Cost Value + Gold Selected Option:
    • From +50 Opinion (Old) → +15 Opinion (New)
  • Example Prisoner Cost Value + Gold Selected Option + Favor Option:
    • From 0 Opinion (Old) → 0 Opinion (Unchanged)
  • Example Prisoner Cost Value + Gold Selected Option + Strong Hook Option:
    • From -100 Opinion (Old) → -66 Opinion (New)

Calculation:
( Gold Offered Amount + Hook Amount ) / Prisoner Ransom Amount ) - 1 ) * 100

* Hooks are now based on how the perk "Golden Obligation" is calculated — meaning the value will be dynamic throughout the entire game cycle.
* Strong hooks are worth more. (x2)

The evaluation is still the same as before, but the overall value is now downsized.

This change avoids the prisoner value modifier from overwhelming other opinion modifiers, even if the selected prisoner is highly valuable or free.

Improved and restricted AI interacting with another AI unless:
  • The AI ruler must not have any bad relationship against the target AI ruler.
  • The AI ruler must not be at war with the target ruler.
  • The AI ruler will prioritize a selected prisoner if it is in a war against a target ruler.
  • The AI selected prisoner has any relation with the target receiver:
    • A courtier of the receiver
    • A vassal of the receiver
    • A consort of the receiver
    • A close or extended family member of the receiver
    • A lover of the receiver
    • A rival of the receiver
    • A friend of the receiver
    • A guard of the receiver
    • A ward of the receiver
    • An employee of the receiver
  • The AI selected prisoner is a major interest character for the target receiver:
    • A powerful vassal of the receiver
    • A council member of the receiver
    • An heir of the receiver
    • The diarch of the receiver
    • The head of faith of the receiver
    • An independent top ruler of the receiver
    • The house head of the receiver
    • Has intent against the receiver
  • The AI selected prisoner has a real status or a particular noble roots:
    • Not a lowborn
    • Not a clergy
    • A claimant
    • Have a significant family member
    • Have 2 or more dynasty members
  • The AI selected prisoner is on bad terms with the target receiver:
    • At war with the receiver
    • A potential rival with the receiver
    • A victim of the receiver
    • A bully of the receiver
    • A rival of the receiver
    • A betrothed with a bad opinion against the receiver
    • A spouse with a bad opinion against the receiver

Additional Changes
  • Added a prisoner barter cooldown for AIs only, to avoid AIs from ping-ponging a prisoner with each other and their neighbors.
  • Added the ability to get strong hooks from prisoners with strong claims on kingdom and above titles against respective receivers.
  • You can no longer offer or demand prisoners to allies in a current war to avoid generating free hooks, gold, opinion gains and penalties.
  • You can no longer select favor options whenever you've reached the max attainable opinion through gold options.
  • Fixed AI sending prisoners when they are at war with them.
  • Improved English localization across the entire board.
