Unique Governors
Xiao He, the Chancellor of Realm
Xiao He supervises the development of Liu Bang's cities, with or without specific governors, to make sure the armies are well-equipped and the people are well-fed.

Default Ability: Nourish the Army
+20% Growth in the city. +20% Production towards units.

Tier-I Ability (Left): Keep the Scrolls
Other cities with an established Governor receive half of Xiao He's basic bonus.
Specialty districts in cities with an established Governor provide +1 Science and +1 Culture.

Tier-I Ability (Right): Act on Discretion
Cities without an established Governor receive half of Xiao He's basic bonus and +8 Loyalty per turn.

Tier-II Ability (Left): Soothing Edicts
All established Governors provide +1 Amenity for each promotion.

Tier-II Ability (Right): Open the Gardens
Can construct the City Park improvement in this city and cities without an established Governor.
City Parks adjacent to a City Center provide +2 Food.

Ultimate Ability: Unrivaled Contributor
Cities with an established Governor receive +10% Science, Culture and Faith. Cities without an established Governor receive +10% Food, Production and Gold.

Han Xin, the Immortal of War
Han Xin trains and commands Liu Bang's army. His pride is no overconfidence, for it is backed by his supreme leadership and cunning maneuovres.

Default Ability: Exalted General
Each promotion provides:
-1 Amenity to this city;
+1 Combat Strength to military units;
+1 [ICON_GreatGeneral] Great General point when killing an enemy unit.

Tier-I Ability (Left): Han Xin's Counting
Triggers the Eurekas for Mathematics and Military Science.
Gains Science equal to 15% of the unit's cost when a non-civilian unit is created in this city.

Tier-I Ability (Right): Chencang's Passage
Military units within 9 tiles receive +1 Movement and ignore Movement penalty from terrains and features.

Tier-II Ability (Left): More is Better
Training a melee or heavy cavalry unit in this city grants a second copy of that unit.

Tier-II Ability (Right): Ten-sided Ambush
Military units within 9 tiles are invisible to enemy units not adjacent to them and receive +50% Flanking and Support bonus.

Ultimate Ability: Unparalleled Commander
Military units within 9 tiles can move after attacking and gain +1 additional attack (-10 Ranged or Bombard Strength).

Zhang Liang, the Saint of Strategems
Zhang Liang assists Liu Bang in diplomacy and espionage. He devise strategems that manipulate people - friends and foes alike - so that they will follow the rule of his chosen lord.

Default Ability: Descendant of Hann
Grants 1 Envoy whenever promoted.
This city receives +10% Science and Production, and an additional +10% for the highest active Alliance level.

Tier-I Ability (Left): Commune among Warlords
Trade Routes to city-states provide +1 to all yields.
Envoys sent to city-states you have a Trade Route to count as two Envoys.

Tier-I Ability (Right): Old Acquaintance
Grants a free Spy and +1 Spy capacity after researching the Recorded History civic.
This city receives +100% Production towards Spies and Traders.

Tier-II Ability (Left): Forge Solidarity
+25% Great General point, Influence point and Alliance point, and an additional +25% for the highest active Alliance level.

Tier-II Ability (Right): Sow Dissension
Spies perform Siphon Funds and Fabricate Scandal at 2 levels higher.
Enemy military units within 9 tiles of Zhang Liang or a Spy receive -50% Flanking and Support bonus.

Ultimate Ability: Unseen Counselor
+2 level of Diplomatic Visibility.
Levying city-state units is free.
