I agree completely.
It's a metal exoskeleton (probably steel or iron) under pieces of plastoid plating, the latter of which could probably be chipped or penetrated by bullets. I'm guessing the weak spot is probably the head of the exoskeleton, so obviously aiming for the head would do more damage. It would take some effort to take one out but it wouldn't be too difficult either.
In short: They'll just be like any other NPC except with a tad more health.

I've actually dropped a Tsar directly onto them. I got caught in the blast but they didn't even get a scratch.
