How do you raise your action pool in this?
I searched it up, I know that in the story you just get those at some milestones and I already looked up the several topics on this and didn't get the answer I was looking for.

so:
can I raise my AP without cyberware?
and I do mean permanently, I get that drugs and spells exist. it's just not what I want

you just need to be sufficiently high level and it'll happen automatically
