Sorting does not work if no one is logged in. DS.

I have suspected this for some time but we were able to confirmed it today. If no one is logged into our dedicated server the sorting mod does not work. Is there some way to enable it server side so it will work even if no one is logged in?

I am also seeing this happen in my DS. This is probably a limitation of the game.
