If you right click on a map that's in a container, such as a vehicle's glove box, and select the "read map" option, it will not transfer over instantly, and will instead use the new extended time that the animation uses. This means that the time necessary to open the map is doubled, as it runs the new timer twice - once to transfer the map over to your inventory, then once again to actually open the map.

However, this could be a conflict, and if the issue cannot be replicated, then I'll search for what that conflict might be - I have a modlist of about 418 mods at the moment, so I wouldn't be very surprised if that was the case.

Edit: I found a map on a zombie corpse and had a chance to experiment with it a little bit. To explain in a little more detail, now that I've seen the issue from outside of a car: pressing the "Read Map" context option when the map is in the inventory of a container or corpse will cause the map reading animation to play during the item transfer. This makes reading the map take double the time, as it plays the map reading animation twice.

can confirm experiencing the same issue as anomnom, map reading animation plays once on clicking "read map" while in another container without actually reading the map, then the item transfer animation, then the map reading animation again with it actually pulling the map up properly the second time.
