It's a joke regarding 'W-M1' Pyros, which are Pyros who just move forward and burn everything in front of them, with no sort of strategy. TL;DR: It's a joke about a generally frowned-upon playstyle.

It is making fun of the "W+M1" pyro, basically a Phlogistinator, pyrovision goggles, and a Ghostly Gibus, and they just hold those 2 buttons. It gets pretty annoying if they dominate you...

Actually, pyros do use tactics. You just suck as one or just hate them. They will often try to ambush you if they're not some F2P Player as in, NEWBIE.
