it might be a tall order but personally i would love to see something similar to (but not exactly like):
"1. All US decks now have 1 activation point per slot for air tab
2. All Soviet decks now have 1 activation point per slot for artillery tab"

but for minor nations aswell. for instance:

3. All UK decks now have reduced activation point per slot for Logistics and infantry tabs
4. All German (east and west) decks now have reduced activation point per slot for tank and AA tabs
5. All French decks now have reduced activation point per slot for recon and air tabs

by "reduced" points i mean all slots that cost 2 now cost 1 all slots that cost 3 now cost 2 and maybe the last slot or two can still cost 3 depending on how you want to balance it. also im not quite sure what the doctrines of those nations were like the time so my proposed ideas are simply place holders for something that might make more sense
